In December 2014, the Volusia County Council approved a new CRA (called the U.S. 1 CRA) for New Smyrna Beach that goes into effect October 2015. The new CRA was approved to address blighted areas that include most of U.S. 1 in the City limits, the New Smyrna Beach Municipal Airport, the Historic Westside, West Canal Street, the former K-Mart plaza, a portion of the North Causeway, and 180 acres of the Florida East Coast Railway Company property. Beachside properties and those on Canal Street between U.S. 1 and Riverside Drive that are in the current CRA are not included in the new CRA.
Two of the indicators of blight are code enforcement activity and crime. In the last three years, the areas encompassed in the new CRA area have had 32 percent of our City’s code enforcement activity. However, the area comprises less than 10 percent of the City’s land area. In 2012, this area generated 58 percent of police activity.
